If you want to view the Outbox folder and delete the emails in it, you can switch Outlook to Offline mode (turn to Tools tab on the ribbon > move the Online/Offline slider to Offline). For my email setup I do not send immediately, the emails ready to send wait in the outbox until I click the 'Send and receive all folders' shortcut I put on the Quick access bar. Using the menu-driven Send / Receive does not work on these emails either. A standalone Mac running Outlook 2016 for Mac has an outgoing message stuck in the Outbox. Other messages sent after the stuck message are going out, something I've not seen before and suspect may be unique to the Mac version. Turns out MS deferred the November Update (1511) for 30 days for newly upgraded machines, so machines that were upgraded earlier got the update and Outlook did not have this issue. The ones that were just upgraded, did not see the update and emails got stuck in Outlook`s Outbox. Outlook 2016 for mac email stuck sending.
